What Amendment 3 Means for Delray Beach and Boca Raton Owners

October 29, 2026•2 min read

Amendment 3 raises Florida's homestead exemption for non-school property taxes. It goes to $150,000 in 2027 and $250,000 in 2028. It also cuts the annual assessment cap on non-homestead property from 10% to 5%. Florida voters decide it on Nov. 3. These facts come from Florida Realtors.

When do Florida voters decide Amendment 3?

Voters decide it on Tuesday, Nov. 3. It needs at least 60% plus one vote to pass. If it passes, it takes effect Jan. 1, 2027.

How does Amendment 3 change the homestead exemption?

The exemption for non-school taxes grows to $150,000 in 2027. It grows to $250,000 in 2028. From 2029, it adjusts each year for inflation. School taxes stay as they are. That means school funding is not touched.

What changes for rentals and second homes in Delray Beach and Boca Raton?

The annual cap on assessment increases drops from 10% to 5%. That covers rentals, second homes and commercial property. Many owners in Delray Beach and Boca Raton hold one of these. Florida Realtors says a lower cap makes tax bills easier to predict. The group says tenants and businesses gain from that too.

What if I move to Florida after 2026?

Timing matters for buyers relocating here. Are you a Florida resident by Dec. 31, 2026? If not, you get the current exemption when you qualify. The bigger exemption starts in your fifth year of exemption. Florida Realtors notes this is subject to federal constitutional limits.

What else does Amendment 3 do?

Counties and cities must spend property tax money on set uses. These include public safety, schools, roads and government operations. The Legislature must create a process for local exemption increases. Special districts can offer more relief with voter approval.

Who supports Amendment 3?

The Florida Realtors board voted to back it on Aug. 23. The group launched a Vote Yes on 3 campaign in September.

I'm Josh Grant, an eXp Realty agent in Delray Beach and Boca Raton. I'm voting yes on Amendment 3. Buying a home here is half the job. Keeping it affordable is the other half.
